USCIS internal cheat sheet on I-140 processing
You would never know whats circulated inside USCIS, but he is a peak to what the those memos might be.
- Publish incorrect information on the priority dates: In August, USCIS went back on its published dates for TSC. And also every other month after that for most of the centers.
- Send applications to district offices to reduce work load, even when district offices are not supposed to process I-140 applications.
- Oh, pretend that I-140’s are not supposed to be processed until the priority date for the I-485 application is not current.
- Increase the fee for the applications promising fast turn around time. Complain that the fee increase brought in more applications than expected and therefore increase the processing times.
- Promise in every ombudman meeting that steps have been taken to reduce the processing times, but don’t bother with it untill the next meeting.
USCIS tried very hard to find ways to not process I-140s during the past 15 months. Law might have been broken a couple of times, you would never know without understanding the intricacies of the complicated immigration law. The information above has been pieced together based on information provided by users on various forums. Feel free to add to these in the comments.

Yes, I agree. They did so much promise but still approving 2008 application and even older than 2007 but Don’t know what’s the issue , they usually skip jul/aug 07 application.
No connection between their processing dates and what actually they are doing.
Now they seems to giving attention to EB3 but now EB2 is suffering. No effect seems to happen with increase in employees. Also all of us who have given money and our time and stuck in this situation seems to have no right asking the actual scenerio with our application. Their action is so random that nobody can predict any think.
