A feasible solution to EB3 I-140s

I wrote the below comment to DHS’s journal last week. I hope somebody read it. There is a fair solution to this issue, and it is very doable. Here goes my comment:

More reasons why it is unlikely that I-140 or for that matter, I-485 processing will continue to remian sluggish (it can’t get any worse, it’s rockbottom already for most of us)
